Eh, nah, this was a plot-hole. The writers either forgot about (or decided no one would remember) Tirek stealing Discord’s magic in Twilight’s Kingdom. I’ll give it a pass because it in fact makes more sense that Chaos magic is too unpredictable for anyone other than Discord to control.
