Mostly the first one. He regularly does horrible things to the rest of the cast and seems to face no real consequences for it. Hell, in Dungeons and Discord, he flat out tries to kill Spike and Big Mac and it’s just brushed under the rug.
Because of his inconsistent and horrible morals, or his inconsistent and often horrible writing for the plot?
Truth be told, I have quite a bit of complaints for the other characters on this page.
Twilight: A very odd main protagonist. Never self motivated, always living to someone else’s expectations, and gets incredibly lost when those expectations are thrust upon her whether she deserves it or not or whether there are others more deserving, and never gets any real closure, just a timeskip. The idea to defy authority a little to find out what she wants to do as a person never crosses her mind. Sci Twi and pre Alicorn Twilight never had any princess inclinations, and her princess path given by Celestia in retrospect comes across as a mix of nepotism and railroaded destiny to make Twilight replace Celestia. In the main theater movie, she demonstrates friendship the least of the Mane 6, which is totally in character with her Celestia > friendship mentality. Everything about her development as a main character seemed incredibly backwards.
Celestia: Part of my feelings toward her are in Twilight’s description. We never learn a thing about her backstory, origin, or who she really is as a person. There is way too much disconnect between the pony sending Twilight into missions and princess quests with unnecessary levels of danger when Equestria’s lives are at stake, and the humanizing moments they establish way too late. Its very hard to take anything she says at face value, especially when she was the main tool the writers used to introduce some sort of inane marketing, whether it be a new princess or a new castle or anything like that.
Luna: No actual hate, she’s just severely underutilized. One could barely feel any love the writers had for her character after Season 2, just occasional reminders of ‘oh hey, she exists’.

You make a good point. Thing is, I just hate The Twist because I liked Grogar a lot and thought the twist sucked. However there’ nothing about this that’s OOC. And besides the stupid twist S9 was pretty good.
I’m not trying to start one of those, it’s just that I can totally see and hear Trixie attempting to “help out” her best friend Starlight… with mixed results.
Then red smoke, hence Spike or anypony familiar with Starlight to yell “RUN!”.

Trixie: HEY! Let’s not forget Starlight’s epic adventure through time and space in search of revenge. She doomed Equestria and perhaps beyond multiple times.
Trixie: Don’t worry Starlight, the Great and Powerful Trixie has always got her Less Great but still Powerful friend’s back. Trixie isn’t about to let these noponies one-up her friend! HA! Friendship lesson achieved.

Discord: Come to think of it, I’m also indirectly responsible for destroying the Tree of Harmony so I guess we can add deicide to my list.
Tempest Shadow: Personally, I was responsible for attacking Canterlot under the Storm King’s command in hopes that he could restore my horn, so I’d say you guys have it MUCH easier than I do.
FlurryHeart: Join the club. I still haven’t lived down the whole, I almost destroyed the entire Crystal Empire b shattering the Crystal Heart because I threw a hissy fit, yet…
Twilight: Discord, if it makes you feel any better. I still haven’t lived down the, I nearly destroyed Ponyville because I was worried about being tardy.
Starlight Glimmer: Anypony remember how I became a cult leader because I felt alone after my fillyhood friend moved away to attend Celestia’s school of magic?
Trixie: What? The Great and Powerful Trixie does not make the kind of mistakes you mere mortals constantly struggle to overcome.
Starlight Glimmer: Trixie… I am, like, literally the only other mortal besides you in this room.
Now that you mention it, I can’t really see how that’s inconsistent with Discord’s character in previous seasons.
I’ll ask a question: how long has Discord seen himself as being something of a trickster mentor to Twilight Sparkle?
Since S4, and before S9’s premiere which reinforced it, he’s done it with her in S7’s premiere.
Now, what are Discord’s character flaws? He’s arrogant, despite his intelligence and immense power (in fact, you can say he’s arrogant because of those traits, because he’s used to being invincible), and that has led to his downfall, multiple times.
Is Discord’s portrayal in this two-parter inconsistent with that kind of character?
But the show has ended on a good note. It’s just some people just don’t wanna like something everyone else does.

The concept of good and bad writing is usually up to the viewers to decide. I, myself, don’t think this or that about what Discord has done. Sure, it was callous and stupid, but if you remember from “The Big Mac Question”, you’ll understand that you’d expect something like this from Discord. Plus, as Kratz said, he does whatever he wants. So, whatever. ¯*(ツ)*/¯
It wasn’t bad writing, it was entirely in character for discord. It was a super dumb idea made by a character who would absolutely make dumb decisions. That’s good writing
