You seem to ASSUME that the land is peaceful. The country has ALREADY been invaded by a neighboring territory (changelings). An allied nation could have easily become a threat if it hadn’t been dealt with (Chrystal Empire). Then there are references to guns, tanks, and various forms of military all over the place.
 
Add to all of that the fact that Celestia seems to NEED Discord’s power for something. “I have use for his powers”. If I’m reading things correctly, there’s quite a bit of shit going down across Equestria that we never see happen onscreen.

I wonder why there is not any lazy Celestia meme.  
She just use the mane6 wherever she should deal with things by herself all the times.
