Okay, let’s give some context to this image: Luna having recently been reformed from Nightmare Moon in the season 1 intro, had noticeably been aged backwards to her adolescent years. Given that alicorns are technically immortal (we’ve never seen one die before) this came as a minor inconvenience at best, considering that all the lost time in the last one thousand lonely winters could now be completely made up for, she needed a second chance, and not just Luna but for Celestia to finally give her the love and appreciation Luna so desperately needed in her formative years. Unfortunately, at the time Luna was not as mentally developed as she needed be to exercise authority in the Kingdom, and when Twilight came as a stuart to exercize authority for Prince Blueblood, who notably did absolutely nothing but take advantage of his social status and mooch off his auntie, Luna mistakenly assumed she was being replaced, and this simple misunderstanding spiraled into a tantrum of godlike proportions (alicorns are such entitled brats). Twilight, being knee deep in stress and anxiety gave into her sadistic anger and proceeded to punish Luna herself, and Celestia hearing the comotion down the hallway entered the room shocked by this unprecedented and highly inappropriate display. She gave Twilight a firm lecture on how she was supposed to do it on the bare bottom and then proceeded to join the spanking.

nah, if anything she was pissed that Twilight didn’t do it right the first time, spanking however necessary given their current situation can be cathartic for some. I personally think that spanking as a form of discipline is something you shouldn’t do very often, if at all. Considering that the spanked individual might associate physical pain with love and may start to exhibit sadistic, distrustful, and perverted behavior as a result.

Image can be traced using the source link, the story is just what the commissioner wanted and doesn’t necessarily reflect the actual behavior of the characters. Although realistically Celestia has no qualms with condemning criminals guilty of attempted murder with 10 consecutive life sentences in a psychologically abusive prison that would suffericate them had they not been magical, all while exercising no due process and no court system. They are judge, jury, and executioner. The alicorn authority figures may seem kind and benevolent because they’ve been portrayed as such by the culture that happens to worship them as gods, but their rule is absolute and unjust. The ponies of Equestria should think for themselves and protect themselves from cruel and unusual punishment, instead of placing the most physically powerful individual in charge and expecting them to have their best interests at heart. Power should be earned and shared, not through nepotism, and not just shared by a few ponies but by everyone and with politicians chosen by the ponies and susceptible to the punishments they enforce.

Not necessarily, Celestia has always gone out of her way to make sure her sister is excessively punished, even for such minor offenses.

Twilight was content with giving a regular spanking for Luna’s tantrum, unfortunately Celestia being the sadistic and unforgiving dictator that she is, with a deceptively calm and kind demeanor, is well adept in dolling out proper torture methods blown way out of proportion for the crime given. This is not the first or the last time she would do this.

In which issue you saw dead alicorn?
I put racism in the description, because I said “alicorns are such entitled brats”, which is definitely a gross and unfair generalization, but we’ve only ever seen alicorns assert absolute unquestionable authority over other ponies, wherein the few members of their race are judge, jury, and executioner and seem to endorse nepotism and favoritism for high ranking positions no matter how underqualified. They think they’re gods and can do whatever they want, and basically they’re right, or at least as long as we let them.
