That’s dangerous because it doesn’t quench the lust for knowledge and power. Instead of expulsion, she should perform community service where she sees what the consequences of dark magic can affect not only the user, but those around them.
 
And ensure that she understands that like with a great many things, there are actions and consequences for those actions and be very sure that she understand that she’ll be held responsible for the consequences of her actions.

Many offensive spells that are dark magic oriented are merely a form of defense. Surely, you can agree that inspite of ponies inherent misuse of said spells that they do have their merits.”
