Usually simple edits like this are not popular, but some become successful, hard to say beforehand. Also it is hard to qualify which edit is good and which is bad. Also number of these edits is not so huge to be some problem. Also popularity is not always equal to art value, and there is no strict rules which edits has some value and which doesn’t have.
 
“meme” is actually very vague category, which includes any popular recurring topic like “Scootaloo chicken jokes” or “Lyra’s human obsession”. “Rainbow Trash” is just unpopular meme, thats all.
 
 
Filtering by score will protect you against low-quality or boring pictures from any category, and there are no big reason to ban some vague defined category like ”meme“, “edit”, because sometimes it is smart and successful.
 
 
The picture you have linked has negative score because it is pony-hating art, not because it is “meme”.

example in meme website get upvote 7,233 point and derpibooru get downvote -39 point well thats why shitposting stay on meme website than in derpibooru.

It seems that this is not a problem for site admins to keep these simple provocative edits, and it easy to filter them by score ( score.gte:50 for example ) or “edit” tag
 
I don’t mind if my art was used for such edits, though I change artist tag to ‘artist:xbi edits’ when the edit is unusual for my artist tag
