Some observations.

Magnet recharge time is reduce to 60 seconds from 6 hours.
Rush Hour fast forwards the game 20 minutes (when you use it all). Then it takes 6 minutes to fully recharge. This means that the waiting time for clearing debris, constructing buildings, and most importantly tasks the characters perform is sped up.
