pms is the post estrous style behavior. it’s before she’s shed her lining, that a woman’ll feel the horniest. a woman on her period isn’t likely to get pregnant at all.
but since menstruation is monthly, there’s barely any time to be horny, so horniness is a lot more chaotic and variable with human females, than with an animal that can focus on a long period of time once a year. so “horniest before menstruation, at peak fertility” is just a general trend, as far as human arousability goes.

Exact opposite actually. During a woman’s cycle she’ll shed her lining and bleed while becoming irritated easier, which would turn most people off. During the estrus stage of the estrous cycle the mare becomes incredibly hot and bothered with only receiving children on the mind to quench the heat. Not even timeframes are similar, as a woman’s cycle is a week every month, while a mare’s is during late spring, summer and early fall before they go into the diestrus stage of the estrous cycle.
Scootaloo: “…YOU RUINED IT!!!”
Terramar: “Oh yeah well where do pegasi go to the restroom?”
Scootaloo: “On statues and clean carts like all civilized creatures should.”
Applebloom: “THAT WAS YOU?”

Horses do go into estrus though, which from what I understand is fairly similar.
