That’s the opposite of a problem
The toll is hugs. The problem is the hugs are so good you forget whatever you were supposed to be doing and just end up hugging forever~
She does sometimes. She’ll put her magic to work for good if you meet her rather steep price. She’s like if Ursula from The Little Mermaid was truly neutral instead of an evil schemer. You wanna cross a bridge, you gotta pay the toll :D

You would need to answer a riddle before she’d let you snug her. But depending on how much she feels like snugging, she would probably give you a simple riddle, or she may just snug you instead if you get it wrong.
