I agree. There are a number of tasks assigned to her along those lines, as we saw in KCaFO.
I think they rely on her for more than that, I get the impression she’s basically Ponyville’s animal control. And since some of the animals that wander into Ponyville are rather large, I think Mayor Mare is gonna make sure there’s room in the budget for Fluttershy’s needs.
