Constantine the Great has executed a lot of people in the course of his life, including one of his sons and his own wife. In addition, Constantine completed the much-needed army reform, secured and fortified the Rhine and Danube borders, and his troops successfully fought the Franks, Alemanni, Goths and Sarmatians. Nevertheless he managed to win Franks and Goths as Foederati.
 
So I doubt that he was “only” good at killing other Romans. Even without Constatine, they were very good at slaughtering each other during this time. Constantine was the rule rather than the exception. ;-)
