I assume that Twilight is still the all-team organizer up to the point where she leaves Ponyville. Spike assists her with this task.
Also, Starlight and Trixie leave Ponyville during Winter Wrap-Up. Like Twilight, they have difficulty with the concept of clearing Winter without magic. Instead, they travel, either to Our Town or the Changeling Hive, neither of which experience Winter in the first place.
Post-coronation, Starlight takes on the role of All-Team Organizer. Sunburst assists. Trixie hides in her wagon.
