As I said, it’s subjective, and the subjectivity of the issue is going to cause inconsistencies. It’s not like you can measure how many pixels of flesh-color there are relative to the size of the character to figure out how lewd it is.

Actually, many drawings where characters aren’t doing anything suggestive have been marked as suggestive regardless of that. So that is a moot point  
Basically, Derpibooru has a very weird way of classifying images

Sunset Shimmer wore a bikini in the summer episodes (as did a number of girls). I would count a bikini as more revealing than this, but your mileage may vary.
 
Also Twilight isn’t particularly DOING anything sexual in this image. She’s just posing and smiling in a manner you would see from a 10-year-old in a Halloween costume. That’s also a factor in an image being “Safe” or “Suggestive”, I think.

Why would EqG have such revealing outfits as you describe at all? Isn’t it supposed to be a kids show? Or am I mistaken with that and it is made for teens/adults?

It’s a subjective call, but I imagine it gets away with safe because it’s basically just a bathing suit with frills. We’ve seen Sunset Shimmer wear less in the show.
