If L is Twilight then the obvious thing would be Starlight. There isn’t really a perfect match in MLP because of how the show is but Starlight has this whole let’s do something extreme for the greater good thing going on and if she received the same education and treatment as Light I can see her sort of turn out similar.  
Her reactions to the things that happened in her life weren’t really how any sane person (or pony) would react so I can imagine she always had some underlying psychological issues like Light that would lead to doing something extreme if she received the right stimuli.  
She is also good at at creating justifications for her actions just like Light.  
L is a more excentric and less purple pre-friendship Twilight.

I can’t imagine Dash as Light.  
Light is pretty much the opposite of Dash characterwise. You know a smart wellspoken nerd who betrays pretty much everyone and has a sinister side versus the blabbering brute who represents loyalty but means well. She also has the whole rainbow theme going on while Light has this lowkey sinister appearance.

I personally thought of Dash as Kira and Twilight as L, but this fits really well too.
