You’d need to also include Rarity and ESPECIALLY Fluttershy on a list like this, the former’s development being shunned to a very small number of episodes, and the latter being just barely characterized beyond her basic personality combined with lack of proper development.
 
Frankly, Pinkie’s got an ambiguous background, but as far as actual development goes she’s second only to Dash. I don’t technically count Twilight since she was the main character for all of Season 1, but ultimately if you were to look at it from a writing standpoint:
 
Twilight > Rainbow Dash > Pinkie Pie > Rarity > Applejack > Fluttershy, with the final two being debatable over if you prefer a small amount of decently fruitful development or a large amount of laughably unfruitful development.
 
Point is, Peachbottom was just a character done right who will probably end up being a one-off. The others were designed as characters to be developed over the coarse of the entire show, so it’s to be expected they won’t be developed very quickly, otherwise it would be a very short (or very boring) show.

A little flirty? I’ve never seen a pony so obvious about their sexual interest. But, that doesn’t make her straight, she may well be bisexual. (I’m fairly certain heterosexuality is almost nonexistant in equestria)

You can put any of the Mane6 characters there and make a similar list. All of the mane6 ponies have much more character development and depth than this new pony. We all learned what kind of ponies everyone of the mane6 were in the first episode but of course they didn’t just start telling their whole life stories. We keep learning new things about the characters with almost every episode but just because we learn new things doesn’t mean that they were plain in the beginning.
 
I hope my text wasn’t too confusing but to simply answer your question: No. Chickadee was not characterized more in 22 minutes than AJ and PP (or other mane6 ponies) in 3 seasons.

Give her 3 seasons and you might find that she’d not be better off either, or put as much detail in getting AJ/PP points and you might find it being different.

They have deeper meaning mostly because these characters have had 3 seasons to work themselves out. That’s my take on that one.
 
I’m not saying that they have been characterized incorrectly, I’m saying that Chickadee was characterized really, really well and it’s strange when one can make an argument to compare them, at least arbitrarily, to two of the show’s main characters.
 
This image has gotten a much better response than I thought it would, so I’m going to walk away from this thinking I had a point.

Most of what you’re pointing out for AJ and Pinkie have more in-depth meaning then the basic (and some rather arbritary) points you’re making for this one-off. You might as well add “she’s nice” to her list.
