Suggestive is a better rating for this image, IMO. Not having genitals doesn’t make it safe, that only makes it not explicit.
No it is definitely lewd its just also valid as being under the safe category as well because it can be lewd and still kid friendly as your own point practically showed so you’re kind of both right and yet both wrong.
You can show a butt wiggle on a children’s show. It’s no big deal, I remember it being used to taunt, flirt or embarrass. It doesn’t mean it’s inherently sexual, if anything you’re the one making it lewd.
