From that perspectice, beheading is a completely reasonable way to stop insurance frauds. Punishment before sentence before trial is only logical!
 
Who needs to check for vitals, or even brain activity? Fraud is the worst crime ever.

Two posibilities:  
Fluttershy is alive and Mr Fun Guard murders her, then the company has to award the money of life insurance to Applejack.  
Fluttershy is dead and stays dead, and the company has to award the money of life insurance to Applejack.
 
Either way, the insurance company looses.
