I see no reason she wouldn’t be 100% justified in wanting to stay with the ponies who actually functioned as her family for all those years. Her parents couldn’t even be bothered to arrange for her to actually live with her aunts instead of them trading babysitting duties with whatever local adults aren’t busy (not to mention there’s no evidence they ever bothered to see if Equestria’s medical community had a treatment for whatever’s keeping her from flying).
 
The one redeeming thing I saw in this episode is that it was what Scootaloo was doing for her community that changed their minds, where in this sort of plot it would usually just be “Please don’t take our friend away!”.

Part of me actually wishes that was what happened, because Scootaloo trying to stay simply because she didn’t want to leave wasn’t really that less selfish.
 
Not to say that the parents were really that much better, of course, failing to take into consideration Scootaloo’s wants or needs and instead just acting on what THEY wanted to do without even running it by Scootaloo first or considering it was even really the best move for their family on a whole.
 
And the fact they were so quick to just take the route in which neither parent nor kid would ever really get to see or interact with each other doesn’t speak highly of how much they actually care for each other, regardless.
 
Really, it wasn’t that great of an episode, altogether. Good in concept, but bad in execution.

Parents of the year, people.
