It’s a different dystopia which these rain cause a disease that kills everything, The rain can also erodes everything when its first touch and the erode level depend on the materials also. These little quick rain and often occur is called [Blood Rain], and the storm is called [God’s Tear] which occurs rarely (it’s horrible) (●´ω｀●)  
The umbrella that Luna is using is made of special materials that counter the effect of the Blood Rain, the Umbrella is also rare and only made for special operators/units and special ponies due to its rare material. ヽ(‘ ∇‘ )ノ
