It shouldn’t be too hard to find a lighter material, should it? “Honest Apple” established that the ponies have the ability to make cloth out of spider silk (which is something like five times stronger than steel), and they seem to have a good handle on plastics.

I took it to be during the war…that timeline’s Scootaloo is just wishing Dash luck before her next mission.
You could embellish further by imagining Scootaloo & pals in some kind of E.U.P. Junior Reserve Corps, doing behind the scenes, non-combat jobs to help the war effort.

It’s been my headcanon that Crystal War!Scootaloo actually is an orphan, saved from the same battle that claimed her parents by Rainbow Dash, hence the idolization.
It suppose to come from the same timelime..scoots had prosthetic leg in the early sketch tho
Either that or Equestria won the war and Rainbow, a civilian volunteer at the Ponyville orphanage, has taken on a ward.
