Probably because until Season 4 all guards looked like they were created in Celestia’s Secret Clone Lab underneath the palace. ;) There were a lot of fic’s about guards, but not any unquie looking ones. If Season 1 would’ve had a single guard with a blue coat color, he may have ended up become as popular as many other Season 1 background ponies.
 
And would’ve got shipped with Braeburn a lot. XD
 
These two guards not only look different, they are also among the first five G5 characters we saw. And there’s going to be long time until we get more information. The odds of them becoming popular BG ponies are in their favor.

What about Swift (green) and Breeze (blue)? And combined, they’re Swift Breeze! But they’re not Captain Planet!

Guard no. 1 and Guard no. 2.  
Who knows. That screenshot might be the totality of their appearance. We’ve seen palace guards for 9 seasons but I don’t think any of them were named.

We gotta come up with a name for these two. Pega Twins? Wind and Rain?
