Dinosaurs aren’t canon, it is entirely possible that the transition to land happened differently and no significant deposits of oil and coal exist. This may explain the lack of electricity, as without large amounts of oil and coal the only reasonable way to generate electricity is through renewable or nuclear sources. Other than water or wind it takes a large amount of time for a society to develop any other forms of electricity generation and without large investments in infrastructure those two are both unlikely to produce very much anyways. Combined with the apparent utility of magic and it’s common nature, it is no wonder we see it used more than electricity.
