She’s not bad with kids, she’s a lot better than Rainbow Dash. And with Fluttershy not participating in Nightmare Night, Rarity inexplicably absent, and Applejack supervising the apple bobbing tub, Pinkie was probably the best option left. It may even be possible that, depending on timeline, “Luna Eclipsed” takes place after “Baby Cakes” and she’s learned what children need.
 
Mind you, it’s all speculation.

I don’t think the CMC were foalsitting him, I think that was supposed to be Pinkie Pie’s job. If memory serves, he was part of the group of foals Pinkie was accompanying.

True, but when he was first introduced he said that it was his very first Nightmare Night ever. I don’t know how many Nightmare Nights the CMC have celebrated, but this would seem to indicate that he is younger than the CMC. Therefore, I can see him being as young as four or five years old (when he was first introduced, and a year or so older now).
 
If the CMC were able to foalsit at least once before, then I would guess that he would be allowed to trick or treat with them as long as they kept an eye on him. But if that’s the case then the CMC didn’t watch him very well since Luna had to save him when he fell into the water when bobbing for apples. I can see why the CMC don’t have foalsitting cutie marks. They aren’t any better at it than Pinkie.

Size doesn’t necessarily represent age. He could be the same age as the CMC, but be smaller than them physically.

Pipsqueak seems to be younger than the CMC, but older than the Cake Twins. But I’m still not entirely sure of how old he is.
