Specifically, this was Special Research Site C of the Imperial Institute for Arcane Sciences (or the Arcane Institute for short), a site specialising in the research and application of dark magic. Following the Lunar-Crystal War, many willing servants of King Sombra were offered limited amnesty for their crimes in return for using their skills and knowledge in the Lunar Empire’s service. One such pony was Grim Fate, a necromancer from Griffonia who willingly served in Sombra’s army, raising fallen soldiers as obedient and unthinking battle thralls to be deployed as reusable cannon fodder.
In her specific case, she was told that she could either spend the rest of her life in a maximum-security prison or she could put her skills as a necromancer to further Lunar interests under the custody of the Arcane Institute. Against the Empress’s initial wishes, the military leadership of the Empire had ruled out the use of battle thralls, so Ms Fate would have to prove her worth not by raising this fallen soldier as a mindless thrall, but by resurrecting them for real.
