The pegasi have cut off the top of the mountain and built their city, which they later extended to other mountain peaks probably in an easterly direction because we know from the show in S2 that there are “neighboring mountains” after the mountain itself where Canterlot is located. Canterlot is located at the bottom, below the image itself. The pegasi town itself is very large in comparison to the ancient Canterlot which is located on a plateau with a river course on the west side of the famous mountain. No wonder the name “Zephyr Heights” is used - the city itself is on several mountains rather than on one.
