That’s just it. There was no engineer. Two of the factory ponies almost died because the were almost hit by a metal tube. No one else was in charge except for Sprout. Another reason why I think he was the brains behind the robot is because he knew how to operate it from the get go despite no one ever seeing something like it before. You don’t see him fumbling around buttons to make it do what he wants. This suggests he was clearly the designer of its control scheme.

I could imagine Sprout looking over the shoulder of a Canterlogic design engineer on his blueprint table,trying to design a “Mech” that wouldn’t fall apart. Sprout in his ear, saying how it needs to be red, have flames coming out of it and have a truck horn…Critical aspects for his plans to destroy their enemies.

That’s correct. The workers don’t normally make that thing. It was the first time they did it. Someone had the idea to make it though. Someone had to draft schematics. Someone had to design it. Who was that pony?

I thought it was clearly shown that the war machine was being constructed at the Canterlogic factory. Recall that scene where his mom is complaining that he’s forcing her workers to build weapons and at the end of the scene you see the machine outline behind a curtain lit by sparks.

The circumstances were against him. Not gonna defend him because he should have been more level headed but imagine if the threat was a real. He may have been a terrible sheriff but he must be good with machines if he can build a giant pony robot.
