Well, the truth is that Tirek is manipulating Discord because he has been using him.
that can be a way of looking at it yeah, at first there relationship was like a bargaining chip if u cause chaos we won’t be friends anymore, later on its much deeper to where he worries about how fluttershy is feeling like in discordant harmony rather than her holding something over his head, at the beginning he felt he was taking advantage of her hospitality and therefore wanted to host a tea party for her.
Theory: The stare actually works in Discord for what we see in “Princess Twilight” but after he and Tirek became into allies, he cannot be affected by the Stare but now is about “how will feel Fluttershy if i do that?” when he’s close of her.
