It also can be because I’m pretty sure that Pipp has hazel eyes, which is an eye color can appear to change based on lighting.

Probably due to GIF compression. They only support 256 colors. Software editors choose which colors to use, so those colors only used in small parts are usually replaced with similar colors used in larger parts
