That’s the flag of the German Empire used from 1867 (when it was first created) up until the end of the First World War. When Hitler came to power in 1933, they went back to using this flag until a couple of years later when Hitler changed it to the Nazi flag. Note that the Nazi flag uses the same black, white and red colors.
