Seeing that they don’t seem to be under any real distress, I don’t think they were kidnapped. It looks like only their one set of wrists are tied together. This might have been something silly Rarity has done, considering she’s sticking her tongue out. She seems to be saying “Fluttershy is mine, hahaha!” in a non-serious manner.

Fluttershy was kinda stereotypted by the fandom as having big breasts, largelly I think fans think it would fit her shyness, and increase it - and shy characters in anime, tend to have big breasts, and often (not allways though) see them as a burden, and give unwanted attention.
