It’s a reference to an earlier image. Pipp wouldn’t help Hitch set up decorations because she was wearing a dress at the time, so Hitch is now heckling her by making Pipp think she forgot to put pants on.
Again, even though she’s wearing leggings (or her “pants” that she had been waiting for before the concert so she wouldn’t be giving everpony a “free show”)….
