Interesting. I have learned a couple of things.
WRT Luna, I think we don’t really know what powers she has or doesn’t have with any clarity. We rarely see either actually exercise executive power. And when Luna has filled in for Celestia nopony has questioned her authority.
At least in my AU, since it’s been 12 (going on 13) years since Luna returned, I’m going to assume things have at least largely returned to co-rule.

Well, good question. I think you’d say WilliamAndMary were (she was queen by right of blood, being the daughter of the previous king, James the 2nd and 7th. He was king by right of being married to Mary, and she didn’t want the job. But in practice most of the time Mary ruled, as William was busy leading the army). In the case of the Byzantines, definately not - the emperor would appoint his son co-emperor in the hope of ensuring succession when he died, but the son had little or no power. For the Anglo-Saxon kingdoms, I don’t think there’s enough surviving history to know how it worked.
That said, it could be argued that Luna has little sovereign power in Equestria, since she acts mostly as the goddess of the night.

Actually, technically it’s not a monarchy. Monarchy means rule by one person; “mono”. So since the two sisters share power, it’s a diarchy.
And now I take off my pedant hat and stop being obnoxious. XD
Hmm, this got me curious, since diarchy certainly seems to be an appropriate term. Yet, as far as I know the reign of WilliamAndMary in Britain is not refered to as a diarchy, nor the various joint kingships of pre-Norman England, nor in the Byzantine empire, where the emperor typically elevated one of his sons to joint-emperor at some point. From the examples I can see, when the ruler takes a title of royalty the term diarchy isn’t used. Contrast that with the Roman Republic, where the two consuls did form a diarchy. So it would seem there’s some fuzziness in the usage.

Very true. We have to remember that not only does Equestria have an absolute monarchy, like the Tsars of ancient Russia, but the monarchs (at least in the case of Celestia and Luna) are gods. That’s an arrangement that hasn’t really been seen since pharoanic Egypt. In that respect their society would seem very unreasonable to us (especially those in Europe, North America, Japan, and other places where democracy more-or-less prevails).

Huh, fair point.
I suppose I could be pedantic and differentiate between law enforcement and justice system. Perhaps in the cases where ponies ARE arrested for crimes, they’re dealt with fairly and humanely? (Equinely?)

Antagonists in the show have usually either been unpleasant but not criminally so or outright villains, never the police-level threat of a regular robbery, assault, etc.
Actually, the more I think about that last part, the less sure I am. Was Flim & Flam’s snake oil business in Leap of Faith legal? Not sure. Some of Rainbow Dash’s actions in Tanks for the Memories certainly weren’t. The Appleloosan force weren’t able to capture their target in Appleoosa’s Most Wanted until three random fillies did their job for them.
If the Equestrian justice system is anything at all, it’s impotent.

Yeah, basically that. With the caveat that The Crown(s) wouldn’t normally pull that stuff often, because it’s meant to be a benevolent and enlightened diarchy. But potentially dangerous villains on the run could warrant an exception.
For that matter, Equestria (in the show at least) does seem to be fairly inconsistent at dealing with “villains” or “monsters” after defeat, as opposed to what is presumably normally a decent justice system. Which is what I’m kind of unpacking here.

Well, if it isn’t an arrest, it must be optional. Although I suppose if the other option is “Pauldron comes back tomorrow with a warrant for an arrest,” it would not functionally be optional.
Doesn’t necessarily follow. An arrest means being detained for a violation of the law. There are other kinds of non-optional requests - for instance a subpoena to testify isn’t optional (at least, not in countries that respect the rule of law), but it is not an arrest. In an absolute monarchy like Equestria, failing to attend on the ruling family when requested probably constitutes lese majeste, so the request isn’t optional.
