It is a joke and reference to “The Nanny”, in which the main character, when she has her birthday, always celebrates it as her 29th (although she is clearly a few years older already). Never ask a lady for her true age, and she permanently stays in her 20’s.

Where did their age of “29 years ago” come from? The other licenses don’t have actual ages just jokes.
