There’s not really any evidence to suggest he can always come back.
If we take the IDW Comics (which aren’t canon) into account, he was revived by Radiant Hope (and then reformed and went on to do good).
If we take FiM into account, then he’s only come back once, which was foreshadowed and hinted at as a possibility with his horn the first time around, and this could have easily been, and most likely was Discord’s doing and not something he had the power to do on his own.
Additionally, his death animation in Season 9 shows no trace left behind and rather graphically shows him being disintegrated, implying he’s gone for good this time, as opposed to when his horn was left behind the first time.

My Little Pony - 1992 Edition

I know it’s just glitter on her eyelids, but it kinda reminds me of the eyes on the Espers from Star Trek TOS. But i doubt she has the power to bends spoons and read minds.. lol
I still think she would look better if her fur was Luna blue/purple instead though.

Kinda feels like they stuck a Sesame Street Muppet no one would miss, and a sparkly villain from Star Trek: TOS, into a blender, hit the powder with a torch, injected the resulting pile of goo into a Pone mold, and did its hair nicely as it cooled.
Oh, and somewhere in there, someone acciderpally dumped a five-liter bucket of magenta dye into the mix.
