Nope. It’s a pony based on the one of the same name from g1. They even have the same cutie mark.
And we know only ponies have cutie mark’s.
Aside from the horn, you might wonder if her mane flows.
Maybe Starlight could be the last of Gustys bloodline because of a vengeful Grogar.

Then Grogar tries to corrupt Gustys bloodline through Starlight.

youre implying that gusty is starlights mother, but… not only is there not much resemblance between the two (at least the gusty we have actually seen), but isnt gusty… more than a thousand years old?
Which would go with my head canon that Grogar was the one who started Starlight down her dark past, in order to try to corrupt Gustys bloodline.
