Like Ecclesston, Tom Baker was very adamant about separating himself from the role. He didn’t even come back for “The Five Doctors” (though he later states he regretted not doing it), and while Peter Davion, Colin Baker, Slyvester McCoy and Paul McGann were each happy to reprise their roles for Big Finish Audio as early as 1999 (2001 for McGann), it took both Elisabeth Sladen and Louise Jameson until late 2010 to get him to work with BFA.

50th Special aside, that’s from The End of Time. You can see both are wearing 10’s costume, from when he regenerated into 11.

Implied? It’s been confirmed he’s back. He’s even been seen back in costume on shoots. With a Zygon too!
 
Ecclesson almost agreed. He did give serious consideration to returning, and even met with Moffat a few times. In the end though he decided not too. I like to think that he in honoring Tom Baker in this regard.

It has been blatantly implied that Tennant will return for the 50th year special. Maybe Eleven will travel to the paralel universe and Ten’s clone will help him out, or maybe they will make a real 10-11 Doctors teamup.
 
Ecclesson said repeated times that he was done with Doctor Who and he would never return for another episode, though.
