Yes, this IS a 3d model, and yes, it WILL soon be available for use in any 3d animation package.
Its a heavy detail model with lots of textures, but it could feasibly be ported to a game engine, though its design is more built around cel-shaders than smooth shaders, and plain smooth-shading might not look as ideal.
