I miss the days when people liked these in-jokes, and call-backs don’t you?

I doubt Fluttershy forced Rainbow into going to the butterfly thing. She can’t really force anyone to do anything. Yes, she actively tries to get out of doing things that scare her, but the dragon migration was the only time it actually worked, and probably only because she used force. Well, she did manage to convince Rainbow Dash to leave her out of the tornado-making thing, but then she changed her mind on her own volition (several times), so it’s not like she likes leaving her friends hanging, she just gets really scared and has to work up the courage beforehand.
Also, facing your phobias once or twice doesn’t magically make them disappear. One dragon was enough for her, an entire horde of them would probably give her a heart attack.
The scene at the start of Dragon Quest is not a particularly strong example as you point out. However, in “Keep Calm and Flutter On,” Fluttershy coaxes and berates her friends into “giving Discord a chance,” even when he very obviously and deliberately causes trouble at the table. I can understand the gamble she took at the end, although I still think it was reckless, but not once did she really try to get her friends on the same page; she instead acted impatient and expectant the entire time. Lefty’s comment merely shows how Fluttershy’s character has not really developed. If Fluttershy was still in form as in S1, I would agree with you more.
That’s the only time she’s been forced to do something she didn’t want to, as opposed to several instances she’s goaded her friends into doing something for her that they didn’t want to(making Dash watch the butterfly migration with her, and then not returning the favor for the dragon migration that you mentioned). Plus there are the countless occasions in which she’s tried to throw a pity-party for herself to get out of doing something. Trying to shirk out of the jousting competition because she was “scared”, and trying repeatedly to ditch her friends when they went to throw out the dragon polluting their skies. Point is, Fluttershy forces her friends to do things for her that they don’t want to and then lies, cries, and violently bashes her way out of doing similar things in return(referring to dragon migration again) and then some.
And if you’re gonna mention the difference between partaking in something boring versus partaking in something fear-inducing then let me ask you this: how many episodes have been made about Fluttershy over-coming her fears and becoming more assertive? Yeah, that’s what I thought. If you’re going to make your friends do things for you that they flat-out do not want to then you better be prepared to do the same fucking thing in return, regardless of what pansy phobias you’ve supposedly “overcome” yet still conveniently possess for excuses’ sake.
