No this is an edited version of a comic, and even then she’s just saying stuff due to the whole parents are dead
 
the real one has Celestia showing up telling her she’s not that different and hugs all around

I like this depiction because maybe Celestia didn’t want Cadence to call her “mom” due to the fact she had parents but her memory of them dying was buried in her mind.
