You can say this how? He’s clearly not a normal dog like Winona that only shows sentience when it can be used for comedy. Check out any of the Twiscream pictures and he’s giving her a concerned look.
It’s pretty standard to have the talking dog be only understood by one person, and I could see that happening.
I think it is safe to say spike doesn’t talk.
