This one, the version posted on EqD, is tagged as “safe”, but “suggestive” (a tag which I think doesn’t belong).
 
The other version is tagged as “explicit”, and understandably so; even in a completely innocent and non-sexual picture like this, showing a child’s genitals is a hot-button topic. There’s a reason why the artist didn’t post the other version on dA.

This was posted on EqD #813 drawfriend without any tag. Here is posted with explicit and suggestive.

You know, there’s no such a thing as a “legit” or “not legit” discussion. Discussions starts naturally if there’s a reason for them.
 
Anyway, that is a decent explanation.  
That actually proves that either the part “You don’t accidentally draw features” is bullshit, or there are actually no explicit features, because the artist didn’t want them from the beginning and added some censorship just to prevent some users with a magnifying glass to be mistaken.

The artist himself edited the image just to remove the “contentious feature”, I think that makes it pretty clear that no, there should not be a discussion.

You don’t accidentally draw features. It might be possible with a sloppy sketch, but this is far from one. Do you think that the artist is going to label it as mature if he’s trying to slip it under the radar?

(That sounds to me like you’re trying to insinuate something, but I’ll give you benefit of the doubt and just ignore the possible negative implication.)
 
I don’t see how being an expert in foalcon/furry porn would have anything to do with anything. Genitals of any kind on any species of any age are still genitals.  
You don’t need a PHD in pornography to know that. It’s pretty damn hard to get that part wrong.

It can be one single pixel if that’s what it takes to define the feature. Whether you agree or not doesn’t change the fact that it’s there.

I think the point is that in this picture (or better, the other “uncensored” one) you see genitals if you look for them.  
And even if you find something that loosely resembles the details of a vagina on Scootaloo, it’s too vague to be sure. Unless someone actually suggested it.
 
Otherwise everybody would have been fine with this being the CMC playing and having fun and nothing more.
 
I get that you mods must apply the rules, it’s just that this is so borderline that sounds ridicolous to me.

You miss the point that drawing genitalia of any kind makes it explicit.  
“Oh, it’s only a little bit of underage sex organs showing, what’s all the fuss? This should be totally safe for all ages.”
