Sorry is the wrong word here. Sorry means you don’t plan to keep doing what caused it, which from what I can tell having read this, Scarlett has no intention of ever doing of her own volition.
Regret would be a more accurate way of saying it, but that still implies a willingness to change if given the opportunity.
Scarlett just feels bad that she feels bad.
