This is relevant nowadays because migrants have started to propagandize children on the Internet about the normality of pedophilia and other non-traditional relationships in order to seduce them and commit sexual acts.

Let’s summarize. It is impossible to criminalize a person for having a non-traditional orientation, having a partner and using lgbt symbols. The use of lgbt symbols falls under the propaganda of non-traditional relationships and preferences. The administrative code provides for a fine for citizens for this. That is, no jail time and no cells with bars like on the art.

I think it’s a bad joke because it scares people and misleads them. I know of other situations where jokes about our law would be more than relevant.
