This could be the case, but I feel like their inclusion was more of a retcon to Scoot's backstory. Part of what always bothered me about it. I wouldn't have minded if there was no Aunt Holiday and Aunt Lofty, and Scoots had just been left to fend for herself by uncaring parents. However, we see in the episode they're introduced in that, regardless of what Scoots said previously, they're openly supportive of her and do care. Is it stupid? Yeah kinda. However, that's the nature of retcons. You need to look at the latest instance - when Holiday and Lofty were introduced - and use that going forward, since the previous instances are obviously contradictory. Scoot's backstory was always one of the show's weakest points, since they so frequently implied abuse and neglect, but then place her in the care of two caring aunts.
