This could be the case, but I feel like their inclusion was more of a retcon to Scoot's backstory. Part of what always bothered me about it. I wouldn't have minded if there was no Aunt Holiday and Aunt Lofty, and Scoots had just been left to fend for herself by uncaring parents. However, we see in the episode they're introduced in that, regardless of what Scoots said previously, they're openly supportive of her and do care. Literally the first thing Holiday says is open support for Scoots, when she tries to claim she can't take credit for another pony getting their Mark.

Is it stupid? Yeah kinda. However, that's the nature of retcons. You need to look at the latest instance - when Holiday and Lofty were introduced - and use that going forward, since the previous instances are obviously contradictory. Scoot's backstory was always one of the show's weakest points, since they so frequently implied abuse and neglect, but then place her in the care of two caring aunts. Do I think they're perfect? Hell no. If they were, they would've confronted Scoot's parents long ago about how their daughter clearly felt. But instead they cared for her like their own, because it was the only thing they felt they *could* do. However, I don't think for a second they were bad guardians for Scoots.
