If you go to New York City and walk down the street, there’s no guarantee you’re going to see a blind man and his seeing eye dog, nor are you likely to see a quadruple amputee trucking it down the street. That doesn’t mean there are no disabled people in New York. Just because you don’t see it doesn’t mean doesn’t exist. It’s quite a thing to say they kill disabled ponies just because we’ve never seen one in the show.
And on the topic of Derpy, she was changed because of a public outcry, not because of some conspiracy involving the Equestrian government.

In Equestria they apparently can, when was the last time you observed a truly disabled pony in ponyvill! the moment you become a burden or a neusence, they lock you away! Soon they will come for Granny Smith, when she can no longer perform her destined role in society. Its just the same in this world, if a horse gets disabled to the point where its no use anymore, (Boom head-shot!) they put it out of societies misery, that’s why the rest of Equestria looks so utopian, they dont wast time on things like care for the disabled ¬_¬ look what happened to derpy!
