He’s wearing wristbands with studs on them, and has an earring.
 
Given that, I’m guessing he’s supposed to be a geek.

He’s got the vest and the little neckerchief thing is similar, I think it’s probably an intentional reference. Whoever was making the background characters clearly had fun.
