Both the Stare and Haoushoku Haki is basically the Power of Intimidation. The difference is Haki goes the extra mile and can knock out opponents.

Hard to tell. The Stare works in only intimidating the target (generally one at a time), while Haki knocks out various targets at once, just like here. Or maybe it’s just a coincidence, a variant on the Stare the artist chose to make it badass.
