These are horses, mind you, so shirt and the sort never made much sense on them, if we are completely realistic, and saddles being the basis for a dress that’s supposed to hang is a far more logical proposition than one that does from the shoulders which wouldn’t provide it.
Do note I’m not trying to be antagonistic, just expanding the thought.
Generally speaking, functional decoration is very rare most of the time, and odd and impractical things easily become the norm.
Maybe, but that doesn’t explain the ones that are obviously decorative, e.g., the one on AJ’s Gala dress, the ones worn at Diamond’s party, or the ones in Rarity’s shop that look suspiciously like fetish wear.

I still hold the headcanon that they’re the pony equivalent of bondage gear. Sorta like how some people **cough ** wear animal collars.
Not the dragons. The single one we’ve seen riding a pony so far went bareback.
