No, its not practical.  
In pretty much every tale/series/game/etc, dragon scales are considered far more durable than steel or most metals, so as you said wearing armor would just slow him down with no added benefits. That being said, its the armor that makes him look like a knight, and I believe that is the idea behind pics like this.

It suddenly occurred to me that does it necessary for Spike to wear armor? I mean, apparently Spike’s scales themselves provide far more protection than steel. Therefore, wearing those metal could only slow him down. Does it really practical for him to wear armor?
