Actually, it was recently confirmed when the Season 4 came out alongside an FAQ that Scootaloo isn’t an orphan.

Hmmm. I would say it has more to do with the fact that Sweetie and Rarity have purposely conflicting personalities and it’s simply more fun for the writers to write that.  
Sort of like how the writers enjoy having Rarity be a drama queen.

Thing to remember is that The Scootalove content shot up after Sleepless in Ponyville. Then again, Sweetie Belle and Apple Bloom have plenty of heartwarming content that wasn’t tagged.
 
Either way, no abuse is needed. Seriously.

All this really says is that Scoots being loved is kinda odd and noteworthy.

applelove and sweetielove are pretty much the default for those two. That Scoots needs a tag to mark images where she’s not getting beaten with a stick is telling.

It’s hard to abuse Apple Bloom because nearly every episode with her shows how much she’s loved.
 
And when push comes to shove, Rarity is a great sister towards Sweetie Belle (she just doesn’t show it very often).
 
Scootaloo is (until canon says otherwise) an orphan with a disability (although the disability bit is half Word of Faust/going to be touched upon in season 4). Of course, we’re going to try and give her more love than the other two.
